To obtain Dispel Blade Materia, use Materia Fusion to combine Poison and Elemental Strike to create Dispel Blade.
It can be found in a chest on Mission 8-6-6 or as a reward for finishing Mission 4-5-3.
The physical attack Dispel Blade Materia inflicts Dispel on target for 8 AP.
This is a Command Materia, which contains materia that perform physical acts that cost AP.

About Crisis Core Reunion
The story is set seven years before the events of FINAL FANTASY VII (1997).
