To obtain SP Turbo Materia, use Materia Fusion to combine Flare and SP Turbo Magic.

You’ll get it as a reward for finishing Mission 9-2-6 or by stealing it from Emperor Sahagin.

The SP Turbo Materia consumes SP to boost attack power by 20% per Materia level.

This is a Support Materia, which contains materia that affects the equipped Command or Magic Materia.

About Crisis Core Reunion

The story is set seven years before the events of FINAL FANTASY VII (1997).
