You can unlock this mission if you locate the fifth Wutai Spy at at the Exhibit Room of the Shinra Building, you will also get Death as a reward upon completion

You can unlock this mission if you locate the sixth Wutai Spy at at the slums park of Sector 5, you will also get Mountain Chocobo Armlet as a reward upon completion

6-2-1: Slum Development Plan 1

You can unlock this mission if you talk to the City Planning Director at the Shinra Building, you will also get 2 Fat Chocobo Feathers, Sector 8 – Materia Shop as a reward upon completion
